Broadcasting Standards Authority new board member appointed
Te Raumawhitu (Te Rau) Kupenga has been announced by Broadcasting Minister Hon Dr Jonathan Coleman as the replacement for Auckland journalist Tapu Misa on the Authority. Appointment announcement.
Interesting Speech from the new Deputy CE at Treasury
Gabriel Makhlouf delivered an interesting speech reflecting on how 'the system' works against desired focus on outcomes and reduction of compliance costs. It covers areas we have been focusing on, how we need to tell a better story to Ministers and the public on what they get for the money we spend on their behalf. Furthermore delivery of 'the service ' doesn't mean the job is done and we all need to take responsibility for the end as well as the means. Strategic Management In Heritage, Sports and Cultural Sector Agencies
Following on from the work undertaken with Greg Claridge earlier this year, Greg has produced an Impact Assessment paper for MCH and the agencies we fund. The paper is designed to be used in conjunction with the current SOI preparation process, it includes basic models, defines outcomes, a generic process for building an Outcome Framework, the measurement and use of impact data suggestions for bringing it all together and the use of performance data. Tax Changes
August 2010
The 2010 May Budget and the recent Taxation Bill lead a significant period of tax changes in new Zealand.
Entities need to be preparing for:
- PAYE changes
- Changes to FBT rates
- Flicking the switch on the GST rate

Defining Outcomes and Strategic Performance Measures - phase two

Phase two of the exercise on, performance measures started earlier this year gets underway this week. Greg Claridge will indicate the next steps at a seminar on Friday 6 August her at the Ministry 11.00am - 12.30pm.
All staff that work in this area are invited as are CEOs, Board Chairs and members. The OAG are interested in our work and will attend some of the sessions.
After Friday the sector group sessions will be undertaken and then the individual entities will have their one on one sessions in preparation, well in time for this year's planning, presentation of measures to your boards and signoff 2011.
Response to the Crown Entity Compliance Cost Review Group's Report

The Hon Bill English emailed Crown Entity chairs and this was followed up by a letter from Secretary to the Treasury John Whitehead to chairs outlining the expectations of government.
Picking up the points raised in this letter the next phase of the Strategic Management - Defining Outcomes and Strategic Performance Measures with Greg Claridge is underway. (see above).

Changes at MCH

Structural changes are underway at the Ministry; interim arrangements pending the departure of Jo Tyndall are that Murray Costello is to manage the Broadcasting Unit from 12 July until such time as the Media Policy Branch Manager is appointed and in place. Jeremy Winter will stand in for Murray as Manager of the Agency Group for this period. The agency adviser allocations remain unchanged.

Updated Pay Expectations for the State Sector
Reinforcing the Government's priorities of improving service delivery and demonstrating fiscal responsibility the revised pay expectations for the State sector announced 1 June emphasise that decisions on pay and employment must support these priorities. The ACH portfolio Ministers have written to all Crown Entity chairs spelling out the requirements, and detailing improved service performance is the key factor in increased employment costs.

The SOI Seminars - So, What Happens next?

Following on from the presentations and development work undertaken by Greg Claridge and our agencies this year. two new projects are underway.
1. Impact Analysis Model
The model will identify the agency's target group and determine how to measure the impact of the agency's services and interventions on outcomes. It is expected the model will assist agencies to demonstrate the effectiveness of their services (or changes to services) and in turn 'model' the demonstration of Value for Money.
2. A model for the consistent collection and interpretation of data and its subsequent use as a management reporting tool.
Greg Claridge will work hand in hand with the agencies in sector group workshops and follow-up sessions to look at strategic management and how the model will provide a strategic management framework for both the senior management team and board reporting. This model will provide the ability to report on and monitor organisational performance and the effectiveness of the agencies investment in their business and programmes.
Greg is delivering a presentation for the CEs meeting Monday 17 May and again to the next Board Chairs' Forum which is scheduled for late July (date to be decided).
These presentations will result in every level of your organisation being fully up to date with the previous SOI process and these subsequent projects in preparation for a full roll out of the methodology for the 2011 - 14 SOI process commencing later this year.

A recently published study More than bums on seats: Australian participation in the arts paints a comprehensive picture of how Australians participate in the arts today.
The research assists policy makers and arts organisations in identifying key factors and insights that influence creative participation. It also identifies barriers and incentives which impact participation.

Giving and Sponsorship - are cultural organisations missing out?

Ministry research on giving and sponsorship covering the 2007 -08 tax year reports the volume of cultural organisations' income is still derived from central and local government, Lottery Grants Board, and trusts and foundations. It further reports that of the 480 organisations that responded to the survey only 53% had 'donee status' with the IRD. The full Giving and Sponsorship report is here.
