Oranga Tamariki is looking for suppliers who can design and deliver high‑quality structured programmes that support the wellbeing, development, and positive identity of tamariki and rangatahi in residential settings.

Youth Justice Services and Residential Care operate secure residences across New Zealand for tamariki and rangatahi in care and protection, and youth justice settings.

There is a need for programmes and activities to be delivered consistently across residences, including during both school terms and school holidays, to enhance wellbeing and support positive residential experiences.

Oranga Tamariki are especially encouraging creative organisations to apply. Evidence shows that engaging in creative activities can improve wellbeing, confidence, self-esteem, and communication skills. This opportunity sits under the ‘Investing for Maximum Impact’ pillar of Amplify: A Creative and Cultural Strategy for New Zealand and delivers on action 1.3 of the strategy by enabling creative and cultural sectors to contribute to social outcomes.

Project objectives

Oranga Tamariki are looking for providers who can:

• Deliver high‑quality, cost‑effective programmes
  Structured activities that support personal development, wellbeing, and community reintegration.
• Ensure consistent delivery across residences
  Programmes delivered to a high standard everywhere, helping to build trust and positive engagement with young people.
• Support collaborative programme design
  Working closely with residence staff so programmes meet the needs of tamariki and rangatahi in each setting.
• Report on outcomes
  Monthly reporting on programme delivery and outcome achievements.
• Support long-term sustainability
  Programmes should be financially sustainability over time.

Through this procurement, Oranga Tamariki aims to establish a pool of capable providers who can work safely in secure environments, demonstrate strong organisational capability, and offer value for money. Engagement levels are not guaranteed; each residence will select the providers and programmes that best meet their local needs.
